Cook rotini noodles by following package directions.
Dice shallot and drain tuna from the can. Pour tuna into a small bowl and mash with a fork to separate.
Using a medium sized skillet, melt butter over medium heat. Pour in diced shallot and cook for 1 minute until translucent.
Add in flour followed by vodka. Reduce heat to medium-low and allow mix to simmer while continuosly stirring. Pour in pasta water.
Stir in heavy cream followed by cheeses, garlic powder, sea salt, black pepper, and basil.
Continue to stir while allowing it to simmer.
After 2-3 minutes, add in tuna, noodles, and fold ingredients together to combine.
Once everything is combined well, begin plating.
Top pasta with grated cheese of your choice and more basil.
