Cook pasta according to package directions or desire. Drain and set aside.
While pasta is cooking, melt butter in a large pot over medium-high heat.
Whisk in flour and cook for 1 minute then reduce to medium heat.
Pour in milk, heavy cream, salt, mustard, black pepper, and whisk.
Continue to whisk until bubbling begins. Reduce to low heat and stir in white cheddar until combined.
Add in cooked pasta and stir to combine for 5 minutes.
Remove from heat and plate. Top with salt and fresh cracked pepper to desire. Sprinkle any left over shredded white cheddar cheese.
