Melt butter in pan on medium heat.
Add chopped garlic to melted butter and allow fragrance to emerge.
Whisk in heavy whipping cream. Whisk until the mixture blends.
Slowly stir in freshly grated parmesan cheese.
Add cream cheese to mixture. Whisk thoroughly.
Season with black pepper.
Lower heat to low and cover pan for 2-4 minutes to simmer.
