Preheat oven to 350℉ and line a large baking sheet with parchment paper.
In a medium bowl, sift together flour, baking powder, and salt.
In a large bowl or stand mixer, cream together butter, powdered sugar, and sugar on medium speed.
Mix in egg, vanilla extract, and milk until smooth and fluffy.
Slowly mix in flour mixture on low until well combined. Chill batter in refrigerator for 10-15 minutes.
Scoop ½ tsp sized dollops of batter onto baking sheet. Bake for 12-15 minutes, rotating pan halfway through baking.
Remove cookies when golden brown and cool.
